Workflow palette not showing on active monitor

When I activate the Workflow palette, it always appears on the same monitor, no matter which monitor is active (where my mouse cursor is).

On the other hand, the instant chat bar does appear on the active monitor where my mouse cursor is, so I expect the Workflow palette should behave the same way.
